I. Comprehensive
Preliminary calculations show that the annual regional gross domestic product (GDP)[2][3] reached 5,776.102 billion yuan, a year-on-year increase of 5.5%. Among this, the added value of the primary industry was 328.767 billion yuan, up by 3.4%; the secondary industry added 2,471.316 billion yuan, up by 5.8%; and the tertiary industry contributed 2,976.019 billion yuan, up by 5.5%. The primary industry accounted for 5.7% of the regional GDP, the secondary industry for 42.8%, and the tertiary industry for 51.5%. The per capita regional GDP for the year was 137,920 yuan, an increase of 5.5% over the previous year.

At the end of the year, the permanent resident population was 41.93 million, an increase of 100,000 from the end of the previous year. Among them, the urban permanent resident population was 30.11 million, accounting for 71.80% of the total population (urbanization rate of permanent residents), an increase of 0.76 percentage points from the end of the previous year. The annual birth rate was 6.95‰, the death rate was 6.71‰, and the natural growth rate was 0.24‰. The registered population at the end of the year was 39.6196 million.
A total of 531,000 new urban jobs were created during the year. Unemployed individuals who found reemployment numbered 143,000.
The annual consumer price index (CPI) decreased by 0.1% compared to the previous year. The producer price index (PPI) for industrial products fell by 1.2%, while the purchasing price index for industrial producers dropped by 1.5%. The producer price index for agricultural products declined by 2.0%.

A total of 1,089,600 new market entities were registered during the year, averaging 1,219.49 new enterprises per working day. By the end of the year, the total number of market entities reached 7,442,800.
II. Agriculture
The annual gross output value of agriculture, forestry, animal husbandry, and fishery was 585.487 billion yuan, a year-on-year increase of 3.4%. The sown area for grain was 844.41 thousand hectares, an increase of 3.31 thousand hectares from the previous year. Grain output reached 5.1438 million tons, an increase of 34,200 tons, or 0.7%, from the previous year. Among this, rice output was 3.9768 million tons, an increase of 30,400 tons, or 0.8%.

Annual pork output was 1.3398 million tons, a decrease of 1.1%; major poultry egg output was 750,300 tons, an increase of 8.5%; and milk output was 272,000 tons, up by 9.2%. The year-end inventory of live pigs was 9.6001 million, an increase of 1.2% from the end of the previous year. The annual number of live pigs slaughtered was 16.5258 million, a decrease of 2.5%.
The total annual output of aquatic products was 9.2468 million tons, an increase of 3.9% from the previous year. Among this, freshwater product output was 1.0598 million tons, up by 3.5%; offshore fishing output was 1.5278 million tons, down by 0.1%; deep-sea fishing output was 525,700 tons, down by 4.6%; and mariculture output was 6.1334 million tons, up by 5.8%.
III. Industry and Construction
The annual added value of all industrial sectors was 1,918.579 billion yuan, a year-on-year increase of 6.1%. The added value of industries above the designated size grew by 6.7%. Among this, light industry grew by 4.4%, heavy industry by 8.6%; mining by 1.9%, manufacturing by 6.7%, and electricity, heat, gas, and water production and supply by 6.8%. The industrial product sales rate was 96.48%.

Among the 38 major industrial categories above the designated size, 32 achieved positive growth in added value. Among them, the smelting and pressing of ferrous metals grew by 14.6%, computer, communication, and other electronic equipment manufacturing by 13.2%, leather, fur, feather, and related products and footwear by 12.7%, and electricity and heat production and supply by 6.9%.

At the end of the year, the installed power generation capacity was 89.747 million kW, an increase of 10.2% from the end of the previous year. Among this, thermal power capacity was 38.606 million kW, up by 3.9%; hydropower capacity was 17.200 million kW, up by 7.1%; nuclear power capacity was 12.874 million kW, up by 10.4%; wind power capacity was 8.030 million kW, up by 5.4%; and solar power capacity was 12.583 million kW, up by 43.9%.
The annual profits of industrial enterprises above the designated size increased by 16.2% year-on-year. The cost per 100 yuan of operating income for these enterprises was 86.06 yuan, a decrease of 0.66 yuan from the previous year. The profit margin on operating income was 6.72%, an increase of 0.7 percentage points. The asset-liability ratio of industrial enterprises above the designated size at the end of the year was 55.5%, up by 0.1 percentage points from the end of the previous year.
The annual added value of the construction sector was 563.815 billion yuan, a year-on-year increase of 5.7%. Construction enterprises with qualified grades completed a total output value of 1,862.089 billion yuan, up by 7.0%.

IV. Services
The annual added value of the wholesale and retail sector was 776.853 billion yuan, a year-on-year increase of 7.0%; transportation, storage, and postal services added 188.566 billion yuan, up by 9.4%; accommodation and catering contributed 98.791 billion yuan, up by 7.9%; finance added 325.874 billion yuan, up by 1.8%; and real estate contributed 273.819 billion yuan, down by 5.0%. The operating income of service enterprises above the designated size increased by 9.5% year-on-year.

The total length of highways in operation at the end of the year was 116,364.63 km, an increase of 0.6% from the previous year. The expressway network in operation spanned 6,177.66 km, up by 0.1%. The operating length of railways[4] was 4,568.67 km, unchanged from the previous year.
The annual total freight volume was 1,835.5699 million tons, a year-on-year increase of 3.2%; freight turnover was 1,297.676 billion ton-kilometers, up by 6.1%. The total passenger volume was 497.3343 million, up by 12.6%; passenger turnover was 119.439 billion passenger-kilometers, up by 15.7%.

The annual cargo throughput of coastal ports was 744.0863 million tons, a decrease of 0.6% from the previous year. Among this, foreign trade cargo throughput was 299.513 million tons, up by 3.1%. Container throughput was 18.1188 million TEUs, down by 0.3%.
At the end of the year, the number of civilian vehicles in use was 9.0969 million, an increase of 391,000 from the end of the previous year, including 7.9935 million private vehicles, an increase of 388,900. The number of civilian passenger cars in use was 5.3464 million, an increase of 157,900, including 4.9742 million private passenger cars, an increase of 176,400.
The annual telecommunications business volume (calculated at 2023 constant prices) was 52.915 billion yuan, an increase of 6.9%. The annual postal industry handled 6.900 billion pieces of mail and parcels, up by 12.5%. Postal letter services handled 34 million pieces, parcel services 1.2225 million pieces, and express delivery services 6.207 billion pieces, with express delivery revenue reaching 43.848 billion yuan. At the end of the year, the total number of telephone subscribers was 56.9708 million, up by 1.0%. Among this, fixed-line subscribers numbered 6.358 million, down by 5.2%; mobile phone subscribers numbered 50.6129 million, up by 1.8%. The mobile phone penetration rate was 121 per 100 people. The number of 5G mobile phone subscribers was 28.662 million, accounting for 56.6% of mobile phone subscribers. Fixed broadband internet subscribers numbered 22.6645 million, up by 0.2%. Subscribers with broadband access speeds of 1000 Mbps or higher reached 6.5706 million, accounting for 29.0% of fixed broadband subscribers.
V. Domestic Trade
The annual total retail sales of consumer goods[8] reached 2,437.076 billion yuan, a year-on-year increase of 4.4%. By location, urban retail sales were 2,057.967 billion yuan, up by 4.4%; rural retail sales were 379.109 billion yuan, up by 4.5%. By type, retail sales of goods were 2,181.654 billion yuan, up by 4.1%; catering revenue was 255.422 billion yuan, up by 6.6%.

Among retail sales of goods by enterprises above the designated size, cosmetics grew by 55.9% year-on-year, household appliances and audio-video equipment by 20.1%, furniture by 15.8%, books, newspapers, and magazines by 12.6%, communications equipment by 9.8%, clothing, footwear, and textiles by 9.8%, grain, oil, and food by 8.9%, daily necessities by 8.5%, tobacco and alcohol by 7.6%, cultural and office supplies by 6.7%, building and decoration materials by 2.7%, gold, silver, and jewelry by 2.1%, beverages by 1.2%, and automobiles by -2.0%.
The annual online retail sales of goods by enterprises above the designated size increased by 12.0% year-on-year.
VI. Fixed Asset Investment
Annual fixed asset investment (excluding rural households) increased by 3.9% year-on-year. Investment in the primary industry grew by 16.6%; the secondary industry by 14.5%, including industrial investment, which grew by 14.6%; and the tertiary industry decreased by 2.5%. Infrastructure investment grew by 12.5%. Total funds secured for the year increased by 2.9% year-on-year.

Annual real estate development investment decreased by 21.3% year-on-year. Among this, residential investment fell by 19.3%.
A total of 72,000 units (households) of urban affordable housing projects were newly started (or raised), and 120,000 units (households) were basically completed.

VII. Foreign Economy
The annual total value of imports and exports was 1,989.850 billion yuan, a year-on-year increase of 0.8%. Among this, exports were 1,238.619 billion yuan, up by 5.3%; imports were 751.231 billion yuan, down by 5.8%.

A total of 4,083 new foreign-invested enterprises were established during the year, a year-on-year increase of 9.7%. Actual utilized foreign capital amounted to 22.138 billion yuan, a decrease of 26.9%.
A total of 350 new overseas investment enterprises and branches were registered (or approved) during the year, a year-on-year increase of 44.0%. Actual outward investment was $2.605 billion, down by 7.4%. The annual turnover of overseas contracted projects was $828 million, down by 15.2%; 67,801 laborers were dispatched under overseas labor cooperation agreements, up by 23.8%.
VIII. Public Finance and Finance
The annual total general public budget revenue was 595.568 billion yuan, a year-on-year increase of 0.8%, including local general public budget revenue of 361.464 billion yuan, up by 0.6%. General public budget expenditures were 608.111 billion yuan, up by 3.8%.
At the end of the year, the balance of deposits in domestic and foreign currencies in financial institutions was 8,427.873 billion yuan, an increase of 4.0% from the end of the previous year; the balance of loans in domestic and foreign currencies was 8,625.259 billion yuan, up by 4.7%.
At the end of the year, the balance of RMB loans in rural cooperative financial institutions was 752.045 billion yuan, an increase of 4.1% from the end of the previous year. The balance of RMB personal consumption loans in Chinese-funded financial institutions was 2,369.867 billion yuan, a decrease of 2.2% from the end of the previous year.

At the end of the year, there were 172 A-share listed companies in the province, an increase of 1 from the end of the previous year, with a total market capitalization of 3,569.042 billion yuan; there was 1 B-share listed company, with a total market capitalization of 644 million yuan.
The annual premium income of insurance companies was 161.751 billion yuan, a year-on-year increase of 6.8%. Among this, property insurance premiums were 38.429 billion yuan, and life insurance premiums were 123.322 billion yuan. Insurance claims and benefits paid totaled 56.445 billion yuan, up by 5.9%. Among this, property insurance claims were 24.876 billion yuan, and life insurance claims were 31.569 billion yuan.
IX. Household Income, Consumption, and Social Security
The annual per capita disposable income of residents was 47,857 yuan, a year-on-year increase of 5.4%, or 5.5% in real terms after adjusting for price factors. By permanent residence, the per capita disposable income of rural residents was 28,525 yuan, up by 6.7%, or 6.9% in real terms; urban residents’ per capita disposable income was 58,763 yuan, up by 4.6%, or 4.8% in real terms. The urban-rural per capita disposable income ratio was 2.06, narrowing by 0.04 from the previous year.

The annual per capita living consumption expenditure of residents was 33,876 yuan, a year-on-year increase of 6.3%, or 6.4% in real terms. By permanent residence, rural residents’ per capita living consumption expenditure was 23,179 yuan, up by 6.6%, or 6.7% in real terms; urban residents’ per capita living consumption expenditure was 39,910 yuan, up by 5.9%, or 6.0% in real terms.
At the end of the year, the number of participants in urban employee basic pension insurance was 18.7733 million, an increase of 884,300 from the end of the previous year. The number of retirees in enterprises participating in basic pension insurance was 2.0446 million, all of whom received full and timely pension payments. The number of participants in basic medical insurance was 38.2381 million. The number of participants in unemployment insurance was 7.5475 million, a decrease of 83,100 from the end of the previous year.
At the end of the year, the number of people receiving unemployment insurance benefits was 113,600, an increase of 37,500 from the end of the previous year; the number of urban residents receiving minimum living allowances was 70,500, a decrease of 500; the number of rural residents receiving minimum living allowances was 532,400, an increase of 5,100; and the number of urban and rural residents receiving special hardship assistance was 70,100.
At the end of the year, there were 295,300 beds in various elderly care facilities (including 140,800 institutional beds), with 37.22 beds per 1,000 elderly people. Annual sales of social welfare lottery tickets were 5.814 billion yuan, raising 1.754 billion yuan in welfare lottery funds.
X. Science, Technology, and Education
The province has 10 national key laboratories, 2 national key laboratories, 8 provincial innovation laboratories, 267 provincial key laboratories, 7 national engineering technology research centers, 378 provincial engineering technology research centers, 220 provincial new-type R&D institutions, and 38 provincial industrial technology research institutes. There are 150 provincial or higher-level engineering research centers (engineering laboratories), including 6 national engineering research centers (engineering laboratories), 111 provincial engineering research centers (engineering laboratories), and 33 jointly built national-local engineering research centers (engineering laboratories). The province has 67 nationally registered maker spaces, 4 national specialized maker spaces, 338 provincial maker spaces, 27 national technology business incubators, and 70 provincial technology business incubators, hosting a total of 13,624 incubated enterprises and entrepreneurial teams. There are currently 14,561 national high-tech enterprises. Eight new national enterprise technology centers and 72 provincial enterprise technology centers were recognized during the year. A total of 122,246 patents were granted, including 22,245 invention patents. By the end of the year, the number of valid invention patents was 106,388, an increase of 17.0% from the end of the previous year, with 25.37 invention patents per 10,000 people. A total of 230,800 new trademarks were registered, and the number of valid registered trademarks was 2.635 million, up by 7.0% from the previous year. A total of 21,794 technology contracts were registered during the year, with a transaction value of 38.784 billion yuan.
At the end of the year, there were 1,709 institutions with inspection and testing accreditation, an increase of 90 from the end of the previous year. There were 22 national product quality supervision and inspection centers and 36 provincial product quality supervision and testing centers. There are currently 19 certification bodies and 9 certification sub-bodies. A total of 29,664 organizations held various certifications, with 129,872 certification certificates. There are 68 legal metrology verification institutions, and approximately 3.92 million units (pieces) of working measuring instruments were subject to mandatory verification during the year. The province participated in the formulation and revision of 911 national standards and released 83 local standards during the year.
At the end of the year, there were 71 national surface meteorological observation stations, 3 upper-air meteorological observation stations, 10 weather radar stations, 22 wind profile radar stations, and 5 large marine meteorological buoy stations. There were 43 geophysical observatories (points), 413 precursory observation items, 120 seismic observation stations (points), 205 strong motion observation stations (points), and 60 GNSS observation reference stations. There were 235 near-shore marine environmental monitoring stations, 50 marine hydro-meteorological observation buoy stations, and 43 coastal automatic tide gauges. The surveying and mapping geographic information department approved 444 publicly published maps.
Annual graduate student enrollment was 31,500, with 95,600 students enrolled and 25,100 graduates. Regular undergraduate and junior college enrollment was 361,300 (including 188,800 vocational college enrollments), with 1.1689 million students enrolled and 316,800 graduates. Secondary vocational education (excluding technical schools) enrolled 122,800 students, with 388,100 students enrolled and 125,300 graduates. Regular high schools enrolled 331,800 students, with 888,600 students enrolled and 234,500 graduates. Junior high schools enrolled 603,300 students, with 1.6542 million students enrolled and 521,600 graduates. Primary schools enrolled 536,900 students, with 3.6281 million students enrolled and 604,200 graduates. Special education enrolled 5,900 students, with 32,300 students enrolled and 5,500 graduates. There were 1.1685 million children enrolled in preschool education. The consolidation rate of nine-year compulsory education was 99.65%, and the gross enrollment rate for high school education was 97.66%.
XI. Culture, Tourism, Health, and Sports
At the end of the year, the cultural system included 70 state-owned art performance troupes, 97 public libraries, 95 cultural centers, 106 state-owned museums, and 49 non-state-owned museums. During the year, various art performance troupes in the cultural system staged 11,900 offline performances, attracting 6.6671 million audience members, with 179 new productions premiered. There were 117 archives at various levels.
At the end of the year, there were 437 cinemas with 2,571 screens, and annual box office revenue was 1.402 billion yuan. There were 3 radio stations, 3 television stations, 68 radio and television stations, and 1 educational television station. Cable TV subscribers numbered 7.2052 million, with a digitization rate of 100%. The comprehensive coverage rate of radio programs was 99.93%, and that of television programs was 99.94%.
During the year, 5,346 types of books were published, with a total print run of 183 million copies; 41 types of newspapers were published, with a total print run of 588 million copies; and 175 types of periodicals were published, with a total print run of 19.84 million copies.
The annual number of inbound tourists[9] was 3.6487 million, a year-on-year increase of 92.7%; inbound tourist spending was $4.018 billion, up by 127.1%. Domestic tourist arrivals numbered 645.334 million, up by 13.2%; domestic tourist spending was 806.516 billion yuan, up by 17.6%. Total tourist spending was 835.114 billion yuan, up by 19.6%.
At the end of the year, there were 30,600 medical and health institutions at all levels, including 736 hospitals, 875 township health centers, and 16,400 village clinics. At the end of the year, there were 336,500 health technicians, including 127,100 licensed (assistant) physicians and 151,300 registered nurses. At the end of the year, there were 249,800 medical institution beds, including 198,000 hospital beds and 42,200 primary healthcare institution beds.
During the year, athletes from the province won 48 gold, 30 silver, and 45 bronze medals in national top-level competitions. Seventy-five provincial youth sports events were held, with 50,000 participants.
During the year, 56 new multi-functional sports fields and 32 community smart sports corners were built as part of projects for the people. Sports lottery sales totaled 15.459 billion yuan.
XII. Resources, Environment, and Emergency Management
The annual total water resources were 135 billion cubic meters.
The annual afforestation area totaled 79,500 hectares. Among this, artificial afforestation of barren hills covered 2,300 hectares, artificial reforestation of logged areas covered 50,500 hectares, and low-yield and low-efficiency forest improvement covered 19,500 hectares. Urban (county) built-up areas added 1,999 hectares of green space, with a built-up area green space rate of 40.9%; 492 hectares of park green space were added, with per capita park green space area reaching 16.46 square meters. An additional 1,267.17 square kilometers of soil erosion were brought under control.
The forest coverage rate was 65.12%. A cumulative total of 44 cities and counties have been named national ecological civilization construction demonstration zones, and there are currently 9 “lucid waters and lush mountains are invaluable assets” practice and innovation bases. There are 358 natural protected areas of various types. The province has 2 world natural heritage sites (including dual heritage sites) and 3 world geoparks.
The overall water quality of major river basins was excellent, with 100% of national control sections meeting Class I to III water quality standards; the compliance rate of drinking water sources in county-level and above centralized drinking water sources was 100%. The proportion of near-shore marine areas with excellent (Class I and II) water quality was 92.6%.
The excellent air quality rate in the nine prefecture-level cities was 98.3%, with an annual average PM2.5 concentration of 20 micrograms per cubic meter. Air quality in all county-level and above cities met the national secondary air quality standards. Among the nine prefecture-level cities, one district, 11 county-level cities, and Changle District, one city had “Grade I” regional acoustic environment quality, and eight had “Grade II”; 18 cities had “Grade I” road traffic noise environment quality, and three had “Grade II.”
The harmless treatment rate of municipal solid waste in cities and counties was 100%, and the sewage treatment rate was 98.27%.
During the year, there were eight forest fires, affecting 40.43 hectares. Marine disasters caused direct economic losses of approximately 923 million yuan, a decrease of 1.2 billion yuan from the previous year. Sixteen red tide events occurred, covering a cumulative area of 203.9 square kilometers.
The province recorded 474 production safety accidents, resulting in 362 deaths, a year-on-year decrease of 14.3% and 13.8%, respectively. No major accidents occurred. The mortality rate per 100 million yuan of GDP was 0.0063, a decrease of 18.2% from the previous year.
