BASIC INFORMATION

Heilongjiang Province, referred to as "Hei", is a provincial administrative region of the People's Republic of China, with its capital city being Harbin City.

It is located in the eastern part of China, bordering Russia across the river in the north and east, neighboring Inner Mongolia Autonomous Region in the west, and connected with Jilin Province in the south.

It is the northernmost and easternmost provincial administrative region in China. It falls between 121°11′ and 135°05′ east longitude and 43°26′ and 53°33′ north latitude, covering a total area of 473,000 square kilometers, ranking sixth in the country. The provincial border line is 2,981.26 kilometers long.

As of October 2022, Heilongjiang Province administers 12 local-level governments, including one district administrative agency; it has 67 counties (cities), including 21 county-level cities; there are 891 town governments, including 345 town governments and 546 sub-district governments; and there are 314 neighborhood committees.

The resident population at the end of 2022 and the beginning of 2023 was 30.99 million, a decrease of 260,000 compared with the previous year. Among them, the urban population was 20.52 million and the rural population was 10.47 million.
